Itcontains four very good paigan settlements,namely Corduba and Carthago Nova, which means youwont have to convert the populace and has a greatdefensively strategic advantage. Most of theother barbarian hordes are to the far eastleaving you free from their mass attacks as wellas a small defensible gap that any invading armywould have to penetrate before it could evenbegin to seige your settlements.
